Angelica is committed to ensuring that people can live where they work, raise their families, and retire here in Routt County. As a member of the Yampa Valley Housing Authority board, she’s helping shape strategies that address both present needs and long-term growth. Her focus is on sustainable, well-planned development—supporting housing solutions that align with the values and character of our communities.
Angelica works to ensure that new development follows the Routt County Master Plan, prioritizing affordability, water conservation, infrastructure capacity, and rural preservation. She believes growth must be intentional—not sprawl, but smart, community-informed planning that protects what makes Routt County special. From multi-generational housing to options for seniors and essential workers, Angelica is focused on practical, thoughtful solutions that reflect who we are and what we want our county to be.
Childcare that works for families
In Routt County, families are spending up to 40% of their income on childcare, and providers can’t find or retain enough staff. Angelica understands that this crisis is a major strain on families and a barrier to economic growth. That’s why she’s working with First Impressions, local providers, and business leaders to expand the supply of childcare—especially for infants and toddlers—and to improve conditions for the workforce who care for our kids. She’s helped defend funding for public-private partnership projects that combine childcare with affordable housing, and she continues to push for creative, community-driven solutions that reflect the unique challenges of our rural landscape. For Angelica, childcare isn’t just a family issue—it’s an economic one. Every parent deserves a safe place to send their child while they work, and every provider deserves a fair wage for the vital work they do.
Strong, Rural Economy
Angelica believes a strong local economy means more than just job numbers—it means building a resilient, people-centered future. She has long been a champion for small businesses, local agriculture, and sustainable growth that reflects the values of Routt County. She’s worked hand-in-hand with entrepreneurs, chambers of commerce, and economic development leaders to secure resources for new and growing businesses. During her time at the Chamber, she supported business recovery efforts, and now, as Commissioner, she continues to advocate for the programs and policies that help our rural economy thrive. She’s also been a voice in state and federal conversations about economic transitions—like the closure of Hayden Station—and is working to ensure Routt County receives investment and support during this pivotal moment. Whether it’s defending rural grants, supporting local job training, or expanding broadband access, Angelica is focused on building an economy that works for everyone.
Protecting our Environment
Angelica believes we have a responsibility to protect the land, water, and air that sustain our way of life. She serves on the Routt County Climate Action Plan (CAP) Board, where she helps shape and implement climate strategies rooted in local needs and science-based solutions. She has worked to strengthen the county’s Purchase of Development Rights (PDR) program, protecting working ranchlands and wildlife habitat from development. She also helped advance the County’s Public Lands Resolution and regularly collaborates with partners like CPW, YVSC, and wildfire mitigation experts to ensure that conservation is a priority at every level. For Angelica, environmental stewardship means balancing growth with responsibility—and making sure future generations can enjoy the same clean rivers, open spaces, and natural beauty we do today. Her approach to climate action is clear-eyed, practical, and centered on rural resilience.
Accessible Rural Healthcare
Healthcare access shouldn’t depend on your zip code. But in Routt County and across rural Colorado, clinics and care providers are being stretched thin by budget shortfalls, staffing shortages, and the threat of devastating Medicaid cuts. Angelica is raising her voice to protect healthcare access—especially for seniors, low-income families, and people with disabilities. She has spoken out against federal proposals that would slash billions from Medicaid, and she continues to advocate for the clinics and community health programs that serve the Yampa Valley. From South Routt Medical Center to Northwest Colorado Health, Angelica knows that these institutions are not just facilities—they are lifelines. She’s also tracking state-level budget decisions and pushing for rural inclusion in every healthcare conversation. In a region where the nearest specialist can be hours away, Angelica is fighting to keep care local, affordable, and accessible to all.
Regional Transportation
Transportation is more than just a ride—it’s access to opportunity. In Routt County, limited transit options create real barriers to healthcare, work, school, and community engagement. That’s why Angelica is supporting efforts to build a Regional Transportation Authority (RTA) that would connect towns across the valley and ensure reliable, affordable service for everyone—including seniors, workers, and residents in rural areas. She’s also advocating for smarter infrastructure planning, investment in safer roads, and long-term solutions to reduce isolation in our outlying communities. As a commissioner, she’s helping coordinate conversations with municipalities, regional partners, and residents to shape a transportation future that works for all. Whether it’s a parent commuting to work, a senior getting to a medical appointment, or a teen needing a ride to school, Angelica believes everyone deserves a system that’s reliable, affordable, and responsive to the realities of rural life.
